Annual General Meeting, October 18, 2000

 

 

Meeting called to order by Liz Barrett, President at 8:15 p.m.

 

  1. Liz welcomed everyone to the meeting and asked that anyone new to the neighborhood please introduce themselves.
  2. The proposed executive committee was introduced. The position of president is vacant. Liz is not putting her name forward again for this position due to family commitments. She will continue to receive the mail for the community association until a new president is in place. She said the community association is a strong one and that she enjoyed the job immensely. Marcia Hayes agreed to do the Welcome New Residents position but asked for assistance with it. Liz thanked everyone for all their assistance while she was president and presented the retiring members from the executive with gifts – Len Grummet, Mary Bingham, Joanne McGrath, Marg Miller, Sandy Jones, and Walter Zubrucky.
  3. Financial report was given by Marg Miller(see attached). Net worth of the community is $13,705.66. The rink grant will remain for this winter. We do not know what will happen once we amalgamate. Rick Chiarelli will provide Liz the e-mail address for the Recreation harmonization committee to present before the new city to continue our rink grant. Larry Woods motioned to accept the financial statements as presented. John Blakey seconded the motion. Unanimous vote to accept.
  4. Election of the executive occurred without any nominations from the floor. Chris Snyder motioned to accept the executive as presented. Joyce Garinther seconded the motion. The motion was accepted.
  5. NCC representatives made a presentation to the community about proposed Greenbelt development around our community. Marlene Catterall gave an overview of the two projects and emphasized the importance of community input.

Parcel A – North side of Richmond road where Shouldice Berry farm is across from Valleystream Tennis Club. This is 40 acres of land that is presently zoned as an employment/research center like Carling Nortel site. The NCC said that due to the clay base at this site the building could only be 2-3 stories high. It could only cover one third of the land site and would employ 1200-1600 people. There were many concerns from the community about traffic, noise, wildlife and especially the loss of green space.

Parcel B – South side of Baseline Rd across from the Queensway Carleton Hospital. It is now zoned for institutional use. It is 10.9 acres and the NCC is proposing that two buildings be put up for a total of 314 nursing home/retirement beds. The maximum height would be 4 stories and 40% coverage of the land. A traffic study and public meeting with the site plan is still required. This idea has been discussed with the hospital. There were many concerns re traffic, noise, wildlife corridors and the loss of green space.

Motion #1 – To allow the nursing home proposal on Baseline Rd but no development along the north side of Richmond Rd.

Motion #2 – That the QGP Community Ass’n expresses its extreme objection to have the adjacent or any other Greenbelt areas converted into any type of built areas whether they are high tech or nursing/retirement homes. That further, the QGP Community Ass’n press the City of Nepean and eventually the new City of Ottawa to retain the existing Greenbelt areas as they are.

Al Loney pointed out that approval has come through for nursing home beds therefore there is no need for more beds. Also that there was just a 600 acre office park just approved in Kanata near the Corel center so this development was too small and not necessary.

People wanted to vote on motion #2. Grant Fowlie motioned that his proposal #2 be accepted. Jerry Saunders seconded this. All in favor – 45. All opposed 2.

  1. Paul Bodnoff gave an update on the Briargreen school boundary issue. There will be a vote on October 23rd on the motion to move QGP children from Briargreen to Christie school. The argument being that this study was about school closures and moving our children out is an isolated boundary issue. We want this decision to be set aside and for entire boundary review done for all the schools in our family. The main issues being about quality education, our community school and the effect on property values.
  2. Oil contamination under the school and community center is moving and therefore needs to be dealt with. Motion by Mr. Anderson to remove the oil as recommended in Option A . (see attachment)This was seconded by Chris Snyder and was unanimously passed.
  3. QGP Web site proposal. Marg Miller showed the web site that was designed by her husband Andy. There are at least 13 other community associations with web sites in Ottawa. They have info about bylaws, finances, minutes of meetings and  community activities. Everyone thought the web site was wonderful. There were a few concerns about financial info or phone numbers being on the web site. These are presently not in the web site. Motion to use the QGP web site as presented was approved. The web site address will be published in the next community newsletter.
  4. Transitway and sidewalk update. The Transitway station will be completed this November. The sidewalk between our community and Bayshore shopping center along Richmond Road will be completed by next spring at the latest. There is a chance that it will be done this fall.
  5. New Business – There was a complaint about vehicles speeding along Brian Cr between Nanaimo and Beaumaris. Also the volume of cars along this stretch of road is high due to cut through traffic.
  6. Break-ins – People were warned about a rash of break-ins and vandalism in the neighborhood especially on Mohawk.
  7. Meeting adjourned at 10:20 for the wine and cheese.
